Running a full OJEU compliant procurement process.
Origin Housing is a registered social landlord, managing over 6,800 homes in London and Hertfordshire. They provide affordable housing in their communities, as well as related care and support services to the people who live in them.
After being recommended by a team member who we had worked with previously, eXceeding was appointed to manage the procurement process to enable Origin Housing to outsource critical services.
We ran the entire, OJEU compliant process, from creating an initial procurement option paper, to enable Origin to select their chosen route, to advertising the opportunity, creating the specification and managing the entire shortlisting and selection process.
Origin lacked both the internal resources and the knowledge to run a complex OJEU compliant procurement process, so we worked closely with their team to ensure that they were kept informed and that at each stage, the process was aligned with their own internal processes.
We identified 3 key challenges which needed to be addressed as part of the project:

Origin required specific contract terms in terms of services such as maintenance and therefore needed to create bespoke SLAs.
We ran the whole OJEU compliant procurement process, from the initial options paper to the final selection and notifications. The process broke down into the following key stages:
Origin Housing now have the best value solution, with a watertight contract in place – including bespoke SLAs and KPIs – to ensure that they receive the best possible service from the supplier.
This contract also provides them with the basis to negotiate other supplier contracts and ensure best value moving forwards.
